According to WABetaInfo, WhatsApp's new update will make it easy to create a group, Then users do not need to add members immediately. This means users can prepare a group in advance and only invite members when the discussion is ready to begin.

WhatsApp is rolling out new features for group chats to enhance the user experience. Creating an empty WhatsApp group is as easy as tapping the Chats tab’s floating button and selecting the new group option.

A notification on the top bar of the latest beta version informs users that adding people to a group is optional, which gives flexibility to build your group and select participants according to your preferences.
